On August 31, 2023, a former BOP Correctional Officer previously assigned to the Federal Correctional Institution Safford (FCI Safford) in Arizona pleaded guilty to one count of bribery of a public official. Heather A. Neff pleaded guilty in the District of Arizona. According to the factual statement in support of the guilty plea, from in or about January or March 2019 through in or about June 2019, Neff engaged in sexual contact and acts with an inmate and accepted monetary bribes in exchange for introducing contraband, including protein powder, vitamin supplements, tobacco, and rum, into FCI Safford. Neff also provided cash to another correctional officer to smuggle contraband into the facility and accessed a BOP system in order to provide non-public information to an inmate. The investigation is being conducted by the OIG’s Tucson Area Office and the FBI, with forensic assistance provided by the OIG’s Cyber Investigations Office.
