Former BOP Contract Residential Care Coordinator Pleaded Guilty to Sexual Abuse of a Detainee

On May 19, 2026, a former Contract Residential Care Coordinator previously assigned to the Cherry Health Community Treatment Center (Cherry Health), in Detroit, Michigan, pleaded guilty to sexual abuse of a detainee. Arthur Foster pleaded guilty in the Eastern District of Michigan. According to the factual statement in support of the guilty plea, Foster sexually abused a federal detainee housed at Cherry Health in February 2025. The investigation is being conducted by the OIG’s Detroit Office with assistance provided by the FBI.
