On October 10, 2025, Arthur Foster, a former BOP Contract Residential Care Coordinator previously employed by the Cherry Health Community Treatment Center (Cherry Health) located in Detroit, Michigan, was arrested following an indictment in the Eastern District of Michigan charging him with three counts of sexual abuse of a ward. According to the Indictment, on three occasions in January and February 2025, Foster knowingly engaged in sexual acts with a federal detainee under his custodial authority. The investigation is being conducted by the OIG’s Detroit Office with assistance from the FBI.
