On August 5, 2026, a former BOP Correctional Officer previously assigned to the Federal Correctional Complex Lompoc (FCC Lompoc) in California, and his wife each pleaded guilty to one count of conspiracy to introduce contraband to a federal inmate. Paul and Sylvia Betancourt pled guilty in the Central District of California. According to the factual statement in support of the guilty pleas, between in or around March 2023 until in or around September 2023, Paul Betancourt entered into an arrangement with a federal inmate in which the inmate paid Paul Betancourt to bring contraband items, including suboxone, into FCC Lompoc. The inmate directed intermediaries to transfer money to Sylvia Betancourt via Cash App and deliver contraband items to Sylvia Betancourt and Paul Betancourt in person. Paul and Sylvia Betancourt received over $6,650 via Cash App and made multiple deliveries of contraband to the inmate. The investigation is being conducted by the OIG's Los Angeles Office.
