BOP Correctional Officer and Wife Arrested for Conspiracy to Introduce Contraband to a Federal Inmate

On May 28, 2026, a BOP Correctional Officer assigned to the Federal Correctional Complex (FCC Lompoc), in Lompoc, California, was arrested following a criminal complaint charging him with conspiracy to introduce contraband to a federal inmate. On June 1, 2026, the BOP Correctional Officer's wife was arrested under the same criminal complaint. Paul and Syliva Betancourt were charged in the Central District of California. According to the complaint, between in or around March 2023 until in or around September 2023, Paul Betancourt entered into an arrangement with a federal inmate in which the inmate paid Paul Betancourt to bring contraband items, including vape pens and suboxone, into FCC Lompoc. The inmate directed intermediaries to transfer money to Syliva Betancourt via Cash App and deliver contraband items to Syliva Betancourt and Paul Betancourt in person. Paul and Syliva Betancourt received over $10,000 via Cash App and made multiple deliveries of contraband to the inmate. The investigation is being conducted by the OIG's Los Angeles Office.
